In a speech to army commanders today, Iran’s Supreme Leader Ayatollah Khamenei asked for more advanced military capabilities to deter any possibility of “enemy aggression.”

Khamenei, while praising Iran’s achievement on the nuclear front, made it clear to the world that there will no turning back on Iran’s illicit nuclear program and that Iran will never bend to Western pressures.

This is while just hours after the news of attacks on the U.S. consulate in Benghazi that killed the American ambassador and three aides and the attack on the U.S. embassy in Cairo, Iranian leaders moved to incite worldwide riots against America.

The clerics, military and all organizations within the Islamic regime concurred on a plan to capitalize on the anger over a video made in California that demeaned the Prophet Muhammad.

Iran’s first vice president, Mohammad Reza Rahimi, said the regime will “track down” those responsible for the video but did not say what would happen to them, Mehr news agency reported Monday.

According to a former intelligence officer of the Revolutionary Guards who has defected to Europe, the current events in the Middle East provide an opening for the Islamic regime to divert attention from its nuclear program and deteriorating conditions at home due to sanctions, and to delay any attack on its nuclear facilities by Israel.

As long as the uncertainty continues in the Middle East, Iran believes Israel will be under immense pressure not to take any action that would almost guarantee further instability in the Islamic world, the source concluded.

Other sources in Iran said the Islamic regime, through its assets and proxies around the world, is not only working on escalating the crisis within Islamic communities, it is also ordering plans for terrorist activities against U.S. interests and citizens worldwide.

This would further allow the Islamic regime to buy time over its illicit nuclear program. Their focus extends from neighboring countries into countries in Africa where explosives and arms have long been transferred through the Iranian Qods Forces.

Grand ayatollahs, the Islamic student associations and official organizations within the regime issued strong condemnations of the video and blamed America for its production. Ayatollah Ali Khamenei blamed America and the “Zionists” for the video and demanded the producer be punished.

Grand Ayatollah Nouri Hamadani warned America that Muslims will never rest against “this evil action” and that it should expect much “harsher reactions” by Muslims.

“The enemies and the Zionist regime are horrified by the Islamic Awakening (Arab Spring) in the region; therefore they instigate such insult against Islam,” he said. “The Zionist regime has reached its end, and the oppressors should know that these idiotic actions will not stop the expansion of Islam, which is a worldwide religion.”

Hamadani, who has hailed the Iranian nuclear program as “significant and one that shocked the infidels,” said the Arab Spring in the region was due to the Islamic regime in Iran and that the awakening must expand to the world stage for the coming of the last Islamic messiah, the 12th Imam. Hamadani is a Twelver and marja, a great religious authority with followers around the world.

The Friday prayer imam of the Iranian city of Zabol, Kazem Tabatabaei, urged Muslims worldwide for “jihad to destroy the oppressors.” Hassan Abassi, the former commander of the Revolutionary Guards and current regime strategist, called the attacks on the U.S. consulate and embassy a repeat of what took place after the Islamic Revolution of 1979 and the takeover of the U.S. embassy in Tehran.

Another of the regime’s ayatollahs, Hussein Mazaheri, said that, “If all Muslims boycott America over this crime for just one month, this criminal (America) will end up begging (to be taken back).” In that pursuit, Iranian officials have requested that Arab nations join a campaign to “support an oil boycott on the instigators.”

Gamal Zaharn, a former Egyptian parliamentarian and current group manager of political science at Suez University in Egypt, said that, “People of Egypt, along with all Islamic nations, are extremely angry over the insult to the dear Prophet of Islam and request a break in political relations with America as the main instigator of the video,” according to Fars News Agency, an outlet run by the Guards.
Egyptians not only want an end to diplomatic ties with America and deportation of its ambassador from Egypt, Zahran said, but also the cancellation of the Egyptian president’s travel plans to the U.S. for the upcoming U.N. General Assembly meeting.

Iran is again asserting that Armageddon is at hand and that the Islamic regime’s followers, indeed all of Islam, must prepare for a monumental change in the world.

Officials of the Islamic regime last month held their annual conference on the Mahdism Doctrine to prepare for the coming of the last Islamic messiah, the Shiites’ 12th Imam, Mahdi.

Shiites, whose clerics rule Iran with an iron fist, believe that at the end of times, Mahdi, a 9th century prophet, will reappear with Jesus Christ at his side, kill all the infidels and raise the flag of Islam in all four corners of the world, establishing worldwide Islamic governance.

Ali Larijani, the speaker of Iran’s parliament, said at the conference that, “I hope (Iran’s) Islamic Revolution is that of the righteous government before the coming,” according to Fars News Agency, the regime’s media outlet run by the Revolutionary Guards.

“Righteous government” is a key to Mahdi’s return, the Shiites believe.

“It has been stated in the Islamic hadith that a wave of uprisings (such as the current upheavals in the Arab world) … takes place before the main uprising and that the righteous government (takes place) before the coming, which I hope (Iran’s) Islamic Revolution is that.”

The speaker said that metaphysics and modern technology have diminished human spiritualism, causing a sense of nervousness in which people have lost hope, and that this effect will reach its maximum before the coming.

“All mental crises are rooted in hopelessness and despair in life,” Larijani said, “and from a society point of view, this is because the big powers of the world are pushing for a culture that has no identity and with their power give their illicit desires a legal aspect. With the help of their media, they explain away the biggest corruption.”

Many regime officials participated in this year’s conference, including military commanders, and several guests spoke of the importance of the Shiite ideology on Mahdi’s coming and the need for jihad for the final battle. The Mahdaviat conference is convened annually to prepare for the coming.

A high Iranian politician said recently that he believes the Syrian revolution could be the catalyst for sparking a worldwide conflagration that will usher in an era of Muslim domination of the world.

Based on hadiths by Muhammad and his descendants, the Syrian revolution is a start to the coming of Mahdi, Hosseinian said in a speech quoted by Fars News Agency.

Hadiths from Ali, the Shiites’ 1st Imam, also state that a sign of the coming will be the fall of the walls of Damascus.

Hosseinian told the audience that they should prepare themselves for war.

“The coming of his highness is assured … the prophet has promised that people from the east, which according to the hadith means Iran, take power and prepare for the government of Imam Mahdi.”

Despite the Islamic regime being under crippling U.N., U.S. and EU sanctions, it has refused to stop its illicit nuclear program. Over a decade of negotiations with talks as recent as April with the 5+1 world powers have failed. The West hopes that it could restart negotiations once Iran’s new president, Hassan Rowhani, takes office in August.

However, a former intelligence officer now defected to a Scandinavian country said the West must understand that even the election of Rowhani was by design by the supreme leader, Ayatollah Ali Khamenei, only to buy time so that the regime could reach its goal of becoming a nuclear-armed state. Some analysts believe that Iran’s drive for nuclear weapons is to facilitate the coming.

Any new negotiations must be prompt and serious, making the Islamic regime understand that there will be no wasting time, said the source, adding that the world’s balance relies on how the West handles the regime’s nuclear ambitions.

Iranian media said Rowhani would nominate Mohammad Forouzandeh, a former chief of staff of the Revolutionary Guard and a former defense minister, to head Iran’s nuclear negotiating team.

The backlash against the Iranian government’s push for better relations with America to achieve concessions on sanctions continued to grow Wednesday among elements of the regime.

Iran’s Revolutionary Guards and its affiliate organizations have set up an international festival under the title of “Down With USA Great Award” to coincide with other events marking the anniversary of the 1979 takeover of the U.S. embassy.

Participants are to submit essays in several categories, including “Why Death to America?” “America and Human Rights,” “America and Oppression,” “The False Democracy in America,” “America in the Hands of Worldwide Zionism,” “America and Iran Fear-mongering,” and “America and Dictatorship,” an Islamic regime media outlet, Tasnim, announced Wednesday.

The festival’s official website, http://www.dw-usa.com, says participants must submit their work within 30 days with winners to be announced in early December. Tens of thousands of dollars are to be awarded to the winners.
Sponsors include Tasnim news agency, Hezbollah Cyber, Nasr TV, Besharat and Seraj Cyberspace — all under the influence of the Revolutionary Guards’ intelligence unit.

The organizers have also arranged for a mass rally at the U.S. embassy site in Tehran on Saturday, Nov. 2, to support the effort to combat America and chant “Death to America.”

The event’s main speaker will be a former commander of the Guards, Hassan Abbasi, one of the most radical members of the regime who has publicly called for jihad on America. Abbasi has stated that regime operatives are in position in the United States and have done reconnaissance on more than 800 strategic targets to attack should America take military action against Iran over its illicit nuclear program.

Cleric Ali Saeidi, the supreme leader’s representative in the Revolutionary Guards, in a speech reported by Fars News Agency Wednesday, clearly diminished any hope for better relations with the U.S., referring to America as a system that has established itself for 200 years of oppression and rape of other nations.

“Our problem with America is not only the nuclear issue but a series of problems exist which simply the Americans will not step back from and nor will we, meaning there will be a stalemate,” he said.

As reported on Oct. 7, the Revolutionary Guards, in an effort to emphasize the Islamic Republic’s view of the United States as the “Great Satan,” has scheduled mass rallies to be held across Iran to shout “Death to America” and assail worldwide Zionism on the anniversary of the U.S. Embassy takeover of Nov.. 4, 1979. That announcement was made by Brig. Gen. Seyed Masoud Jazayeri, deputy chief of the Joint Armed Forces Headquarters.

“The crimes of leaders of America and international Zionism in their confrontation with the Iranian nation will never be erased from the public’s memory,” he said.

Revolutionary Guard commanders have voiced their resentment and anger at any meaningful effort at rapprochement with the U.S. since the brief phone conversation between President Obama and Iranian President Hassan Rouhani last month.

Rouhani’s government hopes to lure the Obama administration with the hopes of better relations in order to relieve sanctions without giving up much of its illicit nuclear program, according to a source within the regime’s intelligence ministry who cannot be named for security reasons. However, even a small diversion from radical views on the surface cannot be explained to the loyal forces and therefore the regime is walking on thin ice, he said.

The Obama administration is engaged in negotiations with the Rouhani government, believing there could be a political solution to the Islamic Republic’s goal of achieving nuclear weapons, although it denies any such intention.
Talks were held last week in Geneva between Iran and the world 5+1 powers with a new round of talks to take place on Nov. 7-8. Reports indicate that the Obama administration might possibly allow the Islamic regime access to billions of dollars in frozen assets — just as Iran is on the verge of an economic meltdown — if the regime scales back its nuclear program.

Despite several United Nations resolutions and sanctions by the U.N., and the United States and European Union demanding a halt to Iran’s illicit nuclear program, the Islamic regime has significantly expanded the program and currently has over 19,000 centrifuges, with enough enriched uranium for more than six nuclear bombs. At the same time, it has amassed over a thousand ballistic missiles and is working on intercontinental ballistic missiles in collaboration with North Korea.

Iran is producing chemical weapons, including sarin gas, out of a facility in Fars Province. Sarin gas, banned under international protocol, is the gas Syria’s Assad regime used to kill more than 1,400 civilians on Aug. 21.

A Revolutionary Guards base, Shahid Dastgheyb, is producing five deadly gases, under the project name of “Baasat,” as part of the Islamic regime’s chemical weapons program, according to intelligence received from a member of the Guards serving in the province. The source is not named due to security reasons.

The chemical plant is outside the central city of Shiraz and close to the town of Bajgah, built in the belly of a mountain. This strategic facility is close to the Guards’ naval base of Ahmad Ibn Mousa, which on the surface is in charge of training Guards’ naval personnel but in fact transfers the chemical weapons to depots and other facilities across Iran.

At this facility, the regime produces five gases: sarin, phosphor chlorine, phosgene oxcime or CX (a potent gas with immediate effects on the skin and respiratory organs), mustard and nitrogen mustard.

The Guards are also producing a sodium cyanide bomb and three means of delivery: artillery shells, cluster bombs and warheads on its medium-range ballistic missiles. Cynaide bombs could kill thousands and could be a deadly tool for terrorists.

The mountain’s chemical facility has three entrances to the two levels with a depth of over 70 feet. There are 58 personnel, both security and operational, and at least 13 Iranian scientists from the regime’s Malek Ashtar University (this university is on an EU sanctions list for activities related to Iran’s nuclear development program) and three Pakistani scientists.

One of those scientists has been working for years under the name of Jamal Ashtari on chemical weapons. He resides in the development of Akbar Abad in Shiraz. His security is provided by the Atomic Energy Organization of Iran.

Despite several United Nations resolutions and sanctions by the UN, United States and European Union demanding a halt to Iran’s illicit nuclear program, the Islamic regime has significantly expanded the program and currently has over 10,000 centrifuges spinning, with enough enriched uranium for more than six nuclear bombs. At the same time it is set to complete its heavy-water plant, which would give the regime a second path to nuclear weapons by acquiring weapons-grade plutonium.

A commentary published in the Revolutionary Guards’ media outlet last year indicated that the Islamic regime not only has WMDs but has armed its terrorist proxies with them. It warned Israel that if the fighting in Syria did not stop, an all-out attack on the Jewish state would be launched and that at zero hour, Tel Aviv would be the first city to be destroyed.

The commentary specifically stated, “Groups armed with weapons of mass destruction (chemical, microbial and nuclear bombs), which have been obtained on the black market, will surely target Tel Aviv.” Iran’s close ally, Syria’s Assad regime, earlier had denied having such chemical weapons but last week provided a list of its weapons of mass destruction as mandated in the agreement between the United States and Russia.

A UN report last week confirmed the use of chemical weapons in Syria that killed more than 1,400 people, hundreds of them children.

A founder of Iran’s Revolutionary Guards now admits that the Islamic Republic was seeking to acquire nuclear weapons. This is the first time any regime official has made such an admission, even as another report claims that one of Iran’s most radical clerics was the spiritual overseer of the nuclear weapons program.

“We pursued ways in order to gain nuclear arms,” Gen. Mohsen Rafiqdoost told the regime’s Mehr News on Saturday. “I asked Imam [Ayatollah Ruhollah Khomeini] what his opinion was. He said do not pursue atoms, and we stopped.”

But that claim falls short of the truth. In the late 1980s, a letter by Mohsen Rezaei, then the chief commander of the Guards, asking Khomeini, the founder of the Islamic Revolution, for approval of the nuclear bomb program was revealed. It showed the leader had approved of seeking nuclear weapons.

Rafiqdoost became the first minister of the Guards and was in charge of purchasing arms on the black market.
Iranian officials have for a long time denied that there ever was a nuclear bomb program and have consistently insisted that the country’s nuclear program is for peaceful purposes to help feed its only existing nuclear power plant and ones the country plans to build.

This author, who spied for the CIA in the Revolutionary Guards, revealed in the book “A Time to Betray” that during the Iran-Iraq war in the 1980s, the Guards’ intelligence division had received information that Iraq’s Saddam Hussein was trying to acquire nuclear weapons. That’s when Rezaei received Khomeini’s approval to do likewise. Another Guard commander, Ali Shamkhani, then approached Abdul Qadeer Khan, the father of Pakistan’s nuclear bomb, offering billions of dollars, which helped access the nuclear blueprint and Iran’s first centrifuges.

After this revelation and publication of the book, the Islamic regime, through its daily paper Aftab, published an article about this author calling the revelations “a plot against the Islamic regime of Iran by the CIA.” However, it refused to deny that the country was seeking nuclear bombs.

Two weeks later, Ali Akbar Velayati, the special adviser to the regime’s new supreme leader, Ayatollah Ali Khamenei, said in an interview with the Iranian weekly Panjereh that Iran bought its first centrifuges from Pakistan in 1986 and then transported them in Khomeini’s private jet.

Rafiqdoost is involved in funding terrorism through drug trafficking, and it’s been reported that one of his companies transfers drugs in small packages from Iran via boats and airplanes to Albania, Romania and Bulgaria. These packages are then distributed throughout Western Europe in trucks belonging to Albanian and Romanian companies. Reports suggest that the Guards’ drug operation nets $20 billion annually.

Several years after the 1983 Marine Corps Barracks bombing in Beirut that killed 241 American servicemen, Rafiqdoost boasted, “Both the TNT and the ideology, which in one blast sent to hell 400 officers, NCOs, and soldiers at the Marines’ headquarters, were provided by Iran.”

Meanwhile, another report out of Iran suggests that one of Islamic regime’s most radical Shiite clerics, who reputedly had the attention of the 12th Imam, was the spiritual father of Iran’s nuclear program. (Shiite clerics, who are the de facto rulers of Iran, believe that Mahdi, who was born in 869, will descend to earth at the time of Armageddon.)

Rasa, an Islamic regime media outlet, reports that Ayatollah Rouhollah Gharahi, who teaches jurisprudence and philosophy in the country’s seminary, stated that, “Ayatollah Azizollah Khoshvaght was the spiritual father of the Islamic regime’s nuclear program who advised the country’s nuclear scientists.”

“The nuclear scientists would approach Ayatollah Khoshvaght and at times would state that they were facing a problem. [Khoshvaght] would tell them something to go and do certain things, telling them that they would have no problems. Ayatollah Khoshvaght had the special attention of the 12th Imam.”

The regime’s clerical establishment believes that soon Mahdi will come and there will be worldwide wars and the flag of Islam will be raised across the globe. Some analysts believe Iran is seeking nuclear weapons to hasten that conflagration.

Iran and the 5+1 world powers, the five permanent U.N. Security Council members plus Germany, reached an interim agreement in Geneva in November over the regime’s illicit nuclear program. Under the six-month agreement, Iran, in return for billions of dollars in sanctions relief, will keep much of its nuclear infrastructure and is limited to enriching uranium at the 5 percent level for six months.

Although the Obama administration hopes that in the final agreement Iran will agree not to continue the enrichment process, Islamic regime officials have consistently announced that nuclear technology was Iran’s inalienable right and that under no circumstances would Iran destroy its centrifuges.

Iranian President Hassan Rouhani threatened on Sunday to use his country’s missile system against the enemies of the Islamic Republic.

“Iran has used its missiles [in the past] and will use them in the future to defend itself,” Rouhani told participants at the 27th annual Kharazmi Festival, named after the famed Persian mathematician, according to Fars New Agency.

As the world focused its attention on the conflict brewing in Ukraine and away from the Iranian nuclear crisis, other regime officials warned that Iran is not Ukraine, that it will not allow the Iranian people to rise up against the regime the way Ukrainians rose up and ousted its leader, Viktor Yanukovych.

Rouhani also criticized the West for terrorism and assassination of its nuclear scientists and the brains behind its missile program.

“During the era when Iran and Muslim scholars were the leaders of science, they without hesitation shared it with others. The Western world… before the Renaissance saw the light of knowledge of this land and utilized it [for its own progress],” Rouhani said. “However, we now see that the industrialized countries… see [progress in science] as their prerogative to the level that they allow their intelligence services to assassinate scientists of this country.”

Rouhani boasted that Iranian scientific progress will move faster than before.

Under the six-month agreement, Iran, in return for billions of dollars in sanctions relief, will keep much of its nuclear infrastructure, is limited to enriching uranium at the 5 percent level for six months, will convert its highly enriched uranium of 20 percent to harmless oxide, and will allow more intrusive inspections of its nuclear plants by the International Atomic Energy Agency, which will be limited to searching only agreed-on facilities.

The regime officials have continuously announced that in the final agreement, the country will not agree to dismantle even one centrifuge or close any of its nuclear facilities, including the heavy-water reactor in Arak, which once operational could produce plutonium, giving the Islamic regime a second path to nuclear weapons. The officials have also stated that the country’s missile system is not up for negotiations.

The chief commander of the regime’s Revolutionary Guards, Gen. Mohammad Ali Jafari, told his forces two weeks ago that in case of attack on the country’s nuclear facilities, “The enemy knows that we will not leave them alone and we will attack them from within.”

Jafari had previously stated that Iranian forces are ready for a war with America.

Another Guard official, Brig. Gen. Hossein Salami, said in a televised interview a month ago that “America, with its strategic ignorance, does not have a full understanding of the power of the Islamic Republic. We have recognized America’s military strategy and have arranged our abilities, and have identified centers in America [for attack] that will create a shock.”

While engaging the West in more than a decade of negotiation, the regime in collaboration with North Korea has been expanding its work both on its nuclear and missile programs. As revealed last year from sources within the country’s armed forces, the regime is actively working on a nuclear warhead and intercontinental ballistic missile delivery system out of a secret site code-named Qods (for Jerusalem). The site has depots and silos for more than 380 missiles along with deep tunnels in the mountain for work on nuclear warheads.

“[The satellite images] suggest the possibility that Iran may, in fact, be further along in its nuclear weapons program than is generally assumed,” said David Trachtenberg, who for 30 years served in the national security policy field and who, as principal deputy assistant secretary of defense, played a leadership role in nuclear forces and arms-control policy. “It is clear they have gone to great lengths to bury and protect high-value assets at this site, which also complicates the possibility of direct military action and illustrates the risks of allowing years to pass while hoping diplomacy will work. An accelerating train is harder to slow and takes longer to stop. These images reinforce my concern that Iranian nuclear progress is accelerating.”

One of the America’s foremost experts on nuclear weapons, who could not be named but who served at the U.S. Defense Nuclear Agency and who inspected more than 200 tunnel structures of Russian nuclear test sites as well as Russian operational facilities and silos, also viewed the imagery of Iran’s facility.

“The site is similar to a common approach by several other nuclear-capable countries which have used advanced design in hardening these types of tunnels or garages for a quick, deployable system,” he said. “I understand exactly what Iran has at the site … [including] a very important part of the structures… the apparent hardened underground stub tunnels for secure storage of mobile systems which can be quickly moved to launching sites… and it is very scary because its defeat may not be as easy as attacking it with a couple bombers, even if they have nuke weapons. This layout is very scary because it is… ready for the operational weapon systems to be installed, and then they are ready to take on the world.”

Mashregh, the media outlet of Iran’s Revolutionary Guards, put up 8-year-old footage two weeks ago of a near confrontation with U.S. fighter jets as an unmanned aerial vehicle carried out a reconnaissance operation over a U.S. aircraft carrier in the Persian Gulf.

The media outlet, boasting about the Islamic regime’s power and how it could get close to U.S. naval forces in the region, said Iran has the capability to harm U.S. forces once the order is given.

The near-decade-old operation, according to Guards commanders, lasted 30 minutes and ended only after the carrier became aware of the drone and dispatched F18s to confront it, Mashregh said, which added that the drone returned safely to base.

Masshregh claimed that this operation was one of many that have been going on for a long time in monitoring U.S. forces in the region and emphasized that the regime can attack those forces if need be. Mashregh also posted images of previous reconnaissance of the USS George

The video clearly shows the reconnaissance of the carrier and even shows the F18s taking off to confront it. The drone flew over the carrier for more than two minutes before it was confronted.

The Revolutionary Guards have longed focused on the production of drones to use for reconnaissance, electronic warfare and identifying targets. The Guards in 2010 unveiled an armed drone called the “ambassador of death” that can carry up to four cruise missiles with a reported range of 620 miles to “keep the enemy paralyzed in its bases.”

The Islamic regime shares its technology with its allies, including Syria and the terrorist group Hezbollah, and it’s believed Hezbollah has a fleet of 200 Iranian-made UAVs — some of which were shot down over Israel on reconnaissance missions.

The Guards’ naval commander, Rear Adm. Ali Fadavi, boasted to his forces last week that the country controls the security of the energy in the region. “Our reconnaissance ability and operation capability today have caused fear in the foreign forces in the Persian Gulf,” he said.

Another commander, Brig. Gen. Amir Ali Hajizadeh, who heads the Guards’ air and space division, had previously stated that no power in the world has the ability to confront the Islamic regime.

As revealed Monday, Iranian President Hassan Rouhani, along with Guard commanders, openly threatened to retaliate against the West should Iran be attacked.

The Guards in 2011 captured a U.S. stealth drone, the RQ-170, and not only refused to return it when President Obama asked Iran to do so, but reports indicate that information on the drone was shared with the Russians. The Guards also claimed that through reverse engineering, it will soon produce a new line of drones based on the RQ-170 design.

Gen. Haijizadeh, who announced the decoding of the drone, said at the time: “Some [Guards officers] believed that America would send its commando unit to destroy [the drone] while others were of the opinion that the U.S. would not risk having its forces get caught by us, creating a bigger problem for themselves, and that they might just do an air raid to destroy it. We gave it a 10 to 15 percent chance on the air raid, and because of that we ordered an alert at all our missile bases to be ready to launch against all U.S. bases [in the region] if they did take any action.”

Two interesting points from this new article by Reza Kahlili

1. The regime has been awarded $2.8 billion in sanctions relief by the Obama administration in return for an agreement on a four-month extension to the Geneva talks in finding a peaceful solution to its illegitimate nuclear program.

2. The Islamic regime had received $7 billion in sanctions relief after the negotiated agreement in November 2013 with a six-month deadline to finalize the agreement, but it has so far refused to back down from its demand that it continue developing its nuclear program. It has also succeeded in excluding from the talks its ballistic missile program, which is also under U.N. sanctions.
