Political Scientist Accused of Secretly Working for Iran

A Massachusetts-based political scientist and author is accused of secretly working for the government of Iran while lobbying U.S. officials on issues like nuclear policy, federal authorities said Tuesday.

Kaveh Lotfolah Afrasiabi was arrested by FBI agents at his home in Watertown, Massachusetts, on Monday, officials said. He is charged in New York City federal court with acting and conspiring to act as an unregistered agent of Iran.

An email seeking comment was sent to an attorney for Afrasiabi. Afrasiabi appeared before a Boston federal court judge via videoconference during a brief hearing and a detention hearing was scheduled for Friday.

Authorities said Afrasiabi, an Iranian citizen and lawful permanent U.S. resident, has been paid by Iranian diplomats assigned to the Permanent Mission of the Islamic Republic of Iran to the United Nations in New York City since at least 2007. At the same time, he made TV appearances, wrote articles and lobbied U.S. officials to support the Iranian government's agenda, officials said.

In 2009, Afrasiabi helped an unidentified congressman draft a letter to President Barack Obama about U.S. and Iranian nuclear negotiations, according to court documents. He never disclosed that he was working for Iran, officials said.

After the January 2020 U.S. military airstrike that killed Gen. Qassem Soleimani, the head of Iran’s elite Quds Force, Afrasiabi told Iran’s foreign minister and permanent representative to the United Nations that Iran, in response, should “end all inspections and end all information on Iran’s nuclear activities pending a (United Nations Security Council) condemnation of (the United States’) illegal crime,'" according to court documents.

Doing so will “strike fear in the heart of enemy” and “weaken Trump and strengthen his opponents,” Afrasiabi wrote, according to court documents.

Assistant Attorney General John Demers said Afrasiabi portrayed himself "to Congress, journalists and the American public as a neutral and objective expert on Iran."

“Mr. Afrasiabi never disclosed to a Congressman, journalists or others who hold roles of influence in our country that he was being paid by the Iranian government to paint an untruthfully positive picture of the nation," William Sweeney, assistant director-in-charge of the FBI's New York Field Office, said in a statement.

DOJ Charged 10 Iranians with Conspiracy to Evade US Sanctions

Iranian Nationals Charged with Conspiring to Evade U.S. Sanctions on Iran
by Disguising $300 Million in Transactions Over Two Decades

US Department of Justice (DOJ) on Friday unsealed a federal criminal complaint charging 10 Iranian nationals with conspiracy to evade US sanctions on Tehran.

The complaint, which was filed on October 16 in the US District Court for the Central District of California, alleges that the 10 people disguised more than $300 million worth of transactions on Iran’s behalf through the use of more than 70 front companies located in Hong Kong, Canada, the United Arab Emirates and elsewhere.

If found guilty, the defendants could be sentenced to imprisonment of up to 20 years. In addition to the criminal charges laid, a civil complaint was filed on Friday in the US District Court for the Central District of California, launching a substantial civil forfeiture action in which a money laundering penalty of $157,333,367 is sought.

DOJ Official Charges

WASHINGTON – A federal criminal complaint unsealed today charges 10 Iranian nationals with running a nearly 20-year-long scheme to evade U.S. sanctions on the Government of Iran by disguising more than $300 million worth of transactions – including the purchase of two $25 million oil tankers – on Iran’s behalf through front companies in the San Fernando Valley, Canada, Hong Kong and the United Arab Emirates. In addition, a forfeiture complaint filed today seeks a money laundering penalty in the amount of $157,332,367.

The complaint, filed in October 2020 in U.S. District Court of Los Angeles, charges the defendants with one count of conspiracy to violate the Iranian Transactions and Sanctions Regulations, Iranian Financial Sanctions Regulations and the International Emergency Economic Powers Act. The defendants are believed to be located outside of the United States. If convicted, the defendants would face a statutory maximum sentence of 20 years in federal prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

“In a substantial civil forfeiture action filed by the Department, the defendants stand to lose over $157 million in funds involved in violations of the Iran sanctions,” said Assistant Attorney General for National Security John C. Demers. “This is only right. Through the use of front companies, money service businesses and exchanges throughout the world, the defendants worked to disguise hundreds of millions of dollars worth of transactions on behalf of a state sponsor of terrorism. Make no mistake, the Department of Justice will continue to deploy all tools necessary to curb the Iranian regime’s ability to use the U.S. financial system to support its malign endeavors.”

“The FBI has a keen ability to track nefarious actors who use the U.S. financial system to evade sanctions,” said Alan E. Kohler, Jr., Assistant Director of the FBI’s Counterintelligence Division. “Our investigation revealed over 70 front companies were used by these individuals to hide their conspiracy in support of the Iranian Governments pursuit of nuclear weapons and sponsorship of terrorism.”

“In a wide-ranging scheme spanning nearly two decades and several continents, the defendants conspired to abuse the U.S. financial system to conduct hundreds of millions of dollars in transactions on behalf of the Government of Iran,” said Acting United States Attorney Tracy L. Wilkison for the Central District of California. “Today’s indictment is an example of the will of federal law enforcement to bring to justice those who violate our sanctions and laws designed to strengthen our national security.”

According to court documents, the complaint details a decades-long conspiracy to evade U.S. sanctions on Iran, a nation which the U.S. State Department has designated as a state sponsor of terrorism. During the scheme, the defendants allegedly created and used more than 70 front companies, money service businesses and exchange houses – often using the name “Persepolis” or “Rosco” – in the United States, Iran, Canada, the United Arab Emirates and Hong Kong. The defendants also allegedly made false representations to financial institutions to disguise more than $300 million worth of transactions on Iran’s behalf, using money wired in U.S. dollars and sent through U.S.-based banks.

The complaint alleges that the defendants were aware of U.S. sanctions on Iran throughout the conspiracy. In one email exchange, for example, defendants allegedly discussed the U.S. government’s efforts to disrupt Iranian Supreme Leader Ali Khamenei’s “international financial network,” an organization allegedly designed to conceal investments from the Iranian people and international regulators. In an iCloud account, one defendant saved a press report about new U.S. sanctions imposed on firms suspected of funding the Iranian Revolutionary Guard Corps.

As alleged, several defendants operated or were employed by Persepolis Financial Services Inc., an Encino-based company that facilitated the illegal transfer of U.S. dollars on Iran’s behalf from 1999 through the early 2000s. After a Persepolis Financial executive was convicted in 2003, several defendants left the country and moved to Canada and the United Arab Emirates. There, they owned, operated or were employed by additional front companies – using the names Rosco Trading, Rosco International, Persepolis and Rosco Investment – that were used for well over a decade to secretly facilitate U.S. dollar transactions on Iran’s behalf.

In addition, several defendants allegedly used a Hong Kong-based front company known as Total Excellence Ltd. to secretly buy two $25 million oil tankers on Iran’s behalf. The U.S. later sanctioned the businessman for using Iranian money to purchase oil tankers and to help Iran ship crude oil in violation of U.S. and European Union sanctions. In 2013, two defendants allegedly defrauded a financial institution in the UAE by preparing a fraudulent invoice and making false statements indicating that a transaction in U.S. dollars – processed through a New York-based bank – was undertaken on behalf of a UAE-based front company. In actuality, the true buyer was an Iranian oil and gas company, the affidavit states.

Furthermore, in 2016, several defendants allegedly conspired to wire millions of dollars through the U.S. financial system to complete a transaction with a South Korean equipment manufacturer on Iran’s behalf. During that transaction, four defendants instructed the manufacturer to not to “mention any name of Iran” in any paperwork exchanged with financial institutions processing the transaction, the affidavit alleges. In March 2017, the South Korean company sent $1 million to a front company selected by the conspirators.

Finally, in 2016, the conspirators secretly transferred thousands of dollars into Southern California on Iran’s behalf, including $66,766 that a defendant transferred to a Santa Monica-based company with a bank account held at Wells Fargo & Co., to acquire electronic equipment at the direction of a business associate at an Iran-based company, according to the affidavit.

The FBI is investigating the case.

Assistant U.S. Attorneys William M. Rollins of the Terrorism and Export Crimes Section, Dan G. Boyle of the Asset Forfeiture Section, and Trial Attorney David Lim of the Department of Justice’s Counterintelligence and Export Control Section are prosecuting this case.

A complaint contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

U.S. Government Seizes Iran’s Press TV Propaganda Website

Visitors to Iran’s state-run Press TV news website on Tuesday were greeted with a message stating the U.S. government had seized the domain as part of “a law enforcement action by the Bureau of Industry and Security, Office of Export Enforcement, and Federal Bureau of Investigation.”

The message said the government executed a seizure warrant in accordance with several civil forfeiture laws, essentially implying that Press TV was employed in criminal activity deemed a threat to U.S. national security. The message did not say exactly what criminal activity allegedly occurred.

Press TV’s Twitter account appeared to be functioning normally on Tuesday afternoon, including some recent posts, but did not have any comment on the seizure of the website.

U.S. State Department spokesman Ned Price declined to comment on the seizure on Tuesday afternoon, but said the U.S. Department of Justice (DOJ) “might have something to provide on that shortly.”

Russia’s RT.com noted on Tuesday that the American government had also seized the web domain of Iran’s Al-Alam news network and that of Al-Masirah, a Yemeni TV station controlled by the Iran-backed Houthi insurgency.

Based on the U.S. codes cited in the seizure messages, RT.com speculated it had something to do with “trafficking in nuclear, chemical, biological, or radiological weapons” – in other words, the Iranian nuclear weapons program and possibly some effort to supply Iranian weapons to the Houthis – or, less alarmingly, the manufacture and distribution of a “controlled substance.”

RT.com further speculated the seizures might have been influenced or triggered by the election of theocratic hardliner Ebrahim Raisi as the new president of Iran in a highly dubious vote held over the weekend. Raisi, under human rights sanctions and credibly accused of crimes against humanity, promptly announced that he would not negotiate with the U.S. government or meet with President Joe Biden unless the U.S. unilaterally removes all sanctions.

Among the other provisions in the statutes the announcement of Press TV’s seizure cited, were notes permitting asset seizure in cases of promoting terrorism. Press TV, as a state media outlet, regularly praised the leadership of the Islamic Revolutionary Guard Corps (IRGC), a U.S.-designated terrorist organization and formal wing of the Iranian armed forces.

Iranian state propaganda outlets have expressed, through various reports, concerns of being shut down for at least a year as a result of Trump-era sanctions on the Iranian state over its illegal nuclear development and human rights violations.

Iranian state media said on Tuesday that other sites were seized, including “a Palestinian-directed broadcast and an Arabic-language religious and cultural channel,” as translated by the Times of Israel.

Al-Alam’s parent company, Islamic Republic of Iran Broadcasting (IRIB), complained that the U.S. government was working with Israel and Saudi Arabia to repress Iran’s freedom of expression and “block pro-resistance media outlets exposing the crimes of U.S. allies in the region.”

Press TV anchor Marzieh Hashemi told the Associated Press her channel was aware that its website has been seized, but did not know why.

“We are just trying to figure out what this means,” Hashemi said.

I have a request. I know that you will be publishing more Iran Lobby articles but I plead that San Diego Iran Lobby be on top of your future articles list. I know there are more important angles of Iran Lobby to investigate, write about and publish which are of national importance but San Diego is the finest city in USA and worth saving. Iran Lobby has made San Diego its bank.

Doc, you used to state that anyone who is anybody, has a villa in San Diego. Today, this statement has changed we can say “Anyone who is Anybody is moving out of San Diego and California”. Complete segments of not only the rich and famous but business people, trades and middle class are leaving town and state.

San Diego has one of its worse administrations in the City Hall. Corrupt and incompetent mayor, city council, San Diego Commission for Arts and Culture, port of entry, and San Diego City Hall are in collusion with the Iran Lobby. They have turned San Diego to a spy nest for the Islamic Republic of Iran.

San Diego is moving towards becoming another San Francisco. The city is full of homeless hording, defecating, urinating and camping in downtown, midtown and Gaslamp Quarter. Unemployment, inflation, traffic, pollution, food prices and cost of living is crazy. Crime is high and everywhere. Safety is gone and the city is becoming ugly. Open borders, homeless everywhere, illegal aliens camping in streets and trails, Muslim Refugees max out the low-income housings, section eight and replace American citizens, the complete town is beginning to look like third world.

Democrat administration is speedily destroying San Diego, possibly worse than the past RINO administration. This town is worth saving, this town is beautiful, this town has good people living in it.

Ahreeman, as your student, disciple, and follower and as an American patriot and a Persian nationalist, I encourage you to help save this town. You have the voice, writing skills, tribune, wisdom and power to make a difference. If you are not setting your next expose on San Diego, then put it somewhere on top of your list. San Diego is dying in front of eyes. Democrats and Iran Lobby are killing San Diego. I know so many people who left town, I even partially left and now I come and go. San Diego is the jewel of America, don’t allow Democrats and Iran Lobby to turn San Diego to a junk yard and dumpster like San Francisco. I plead with you, save San Diego. Everything you write is well read and people listen to you. IPC has a huge following and impact globally, nationally and for sure locally in San Diego.

This town used to be an American icon, a conservative powerhouse and beautiful. Now it is becoming another Democrat Garbage Disposal.

San Diego Political History

If politicians are diapers and once a while, they get full of themselves, so they need to be changed, then San Diego politicians are “Adult Size Diapers”! For about 35 years, corrupt and/or incompetent Democrats and RINOs have been running San Diego City Hall. One corrupt and incompetent mayor and city councilmen after another have been running the show, because California is a corrupt one-party system and Democrats are running California. In addition, RINOs know their place as the second-class citizens and they are happy with it, because once a while, Democrats allow them to show-reign in California! Democrat and RINO Republican Establishment have been destroying California to the ground.
